Albert O. and Lillian Rathke Educational ScholarshipLillian Brechtel Rathke of Bay City, through her Will, named BACF as the entity to administer her funds. Mrs. Rathke, who passed away on June 9, 1985, specified that these funds create the Albert O. and Lillian Rathke Educational Fund. Lillian was an active member of many civic and social organizations. Arenac County Scholarship FundArenac County school districts initially received a $50,000 grant from The Saginaw Chippewa Indian Tribe to establish a college scholarship fund to benefit high school seniors from Arenac County. The school districts decided to endow the donation with the Bay Area Community Foundation. Art and Helen (Miller) Nickless ScholarshipArt and Helen were both raised in Bay City. They are interested in the well-being of children and believe education is important to unlock the doors of the future. Through their good fortune, they wish to help those who otherwise would not be able to receive an education. Art Hopp Leadership ScholarshipThe Art Hopp Leadership Scholarship was established in memory of Art Hopp, who was the Chief of Police in Pinconning. Arthur H. Cansfield Educational ScholarshipArthur H. Cansfield is best remembered as the first Principal at T.L. Handy High School. He served in this capacity from 1948 until 1963. Bay City Central High School Class of 1960This scholarship fund has been established as a way to honor and celebrate the life of graduates from the Bay City Central High School Class of 1960. Our class is special in many ways, and we want current graduates to embrace the bond we have as alumni. Remember we sat in those classrooms, walked those halls, played sports, joined clubs and studied many of the same subjects. We probably even complained about many of the same issues. While much has changed, there is still much we have in common. Bay City Civitan/Marcella Barber ScholarshipThe fund was established in honor of the Bay City Civitan Club and as a tribute to Marcella Barber who was associated with the Club in various ways from its creation until the time of her death. Marcella lent a hand to the Bay City Civitan Club, even before women were allowed to be members. When it was acceptable for women to become members, she joined the organization and held various offices at the local, regional, national and international levels. She was honored with a plaque for 25 years of membership in 2006. Marcella was a true Civitan through and through with a heart of gold.

The Bay City Civitan Club is an organization that provides networking, fellowship, community involvement, personal development and community service for its members while placing an emphasis on improving the lives of those with developmental disabilities.

Bay City Kiwanis Educational ScholarshipThe Bay City Kiwanis Club, a community service club chartered in January 1917, helps and supports many local projects for youth and the handicapped. Sample recipients include Boys and Girls Club, 4-H, Bay Area Family YMCA, Do-All Inc. American Red Cross, Disability Service Resource Center, Bay Arts Council, The Imagination Library, Style for Students, Salvation Army's Food Pantry, Toys for Tots, MY Lead (Michigan Youth Leadership program), and Community Beautification. Beth Pawlak ScholarshipThe Beth Pawlak Scholarship was established in 1998 by Beth's family and friends in her memory. Beth was a bright, athletic 20 year-old who was killed in an automobile accident on February 1, 1998. Beth attended Bay City Central High School and was a 1995 graduate. She was a member of Central's basketball, volleyball and softball teams with her special love being softball. At the time of her death, Beth was attending Central Michigan University and was a member of the women's softball team and the National Honor Society. Beth's goal was to become an elementary school teacher. Carol C. Noeske Arenac County Disability FundMs. Carol C. Noeske wished to support the Arenac County Blair Society for Crippled Children and Adults. The Society’s original purpose was to support activities in the furtherance of and directed toward serving all needs of physically and mentally disabled persons, their families, and associates in Arenac County. Unfortunately the Society ceased operations around 1994. Chalmer Young's tenure with Bay City Central High School began as a social studies teacher but later drew him into counseling and guidance. Aside from teaching academics, Mr. Young drove a school bus and coached football, basketball and baseball, having experienced for himself the pleasure of excelling in high school and college athletics. Danette DeCorte and Emilee Prime Scholarship FundDanette and Emilee were two inspiring nineteen-year-olds who loved life and all it had to offer. Both graduated from Bay City Central High School in 2009 with honors and were members of Central’s basketball and volleyball teams. On February 26, 2011, Danette and Emilee were killed in a tragic car accident. At the time of their deaths, Danette attended SVSU and Emilee attended Delta College. Jack Sebald, a fourteen-year employee with Bay City FOP, was instrumental in the establishment of this fund. At age 38, he was working with BACF to set up the fund when he died in February of 1990. The FOP requested naming the fund after him, and the first gifts to the fund were in Jack's memory. Frederick Kindinger Scholarship This scholarship was established in 2011 in memory of Frederick Lewis Kindinger. Fred was born in Cleveland, Ohio on Decoration Day, May 30, 1911, the son of Philip and Mabel (Lewis) Kindinger. He was the oldest of six sons. He had three sisters, but one died at birth and another in early childhood so he grew up with only one. When he graduated from high school he wanted to go to college but there was no money for college during the depression.

In 1938 the family moved to Adrian. Fred first worked in a foundry and later went to work for Consumers Power as a meter reader. He really enjoyed his job. He was offered better inside jobs, but he remained a meter reader until ill health caused his retirement in 1969.

Fred enjoyed many things, such as riding his bicycle, going to the library, listening to music, and working in his yard and garden. He was an intelligent, caring, thoughtful and helpful person.

When he passed away in 1996 he left behind trusts that will now share his dream of attending college with others.

Friends of the Pere Marquette Depot Designated FundLocated in the central business district on the east side of the Saginaw River in Bay City, Michigan, the Pere Marquette Railroad Depot is the original Bay City station of the Flint and Pere Marquette Railroad Company. As the city evolved from a lumber-based to a diversified, industrial-based economy at the turn-of-the-20th century, the railroad played a significant role in transporting Bay City manufactured products to market. Built in 1904, the depot remained active in service until 1969, at which time it was vacated and began a period marked by vandalism and progressive deterioration. The Great Lakes Center Foundation spearheaded the complete historic restoration (based on the U.S. Department of Interior, National Park Service standards) in 2008. The depot is now the home of the Bay Area Community Foundation. The building was listed in the State Register of Historic Places in 1980 and the National Register in 1982. James C. LaPrairie Memorial ScholarshipJim was a Navy veteran who learned his trade in the service and continued attending technical schools during the early years of his career. He joined Mid State Litho, Inc. in 1985 as a sales and service representative and continued technical and sales training during his 25 year career with Mid State. Jim was diagnosed in April 2009 with stage IV adenocarcinoma. He fought valiantly but lost his battle on April 20, 2010 at the age of 51. Education was extremely important to Jim. Jeanine Laura Zelnis Memorial Educational ScholarshipLoving, caring, beautiful Jeanine was born in Bay City on April 24, 1953, and attended Bay City Central High School where she was elected Homecoming Queen of the class of 1971. She graduated from Delta College School of Nursing and then attended Michigan State University to earn her B.S. in nursing. She earned a Master of Science degree in nursing from Wayne State University and received recognition from Sigma Theta Tau Alpha Psi and Sigma Theta Tau Lambda nursing honor societies. Jeanine became a specialist in Gerontology by attending the University of Michigan and served as Assistant Professor of Nursing, Medical-Surgical Clinical Nurse Specialist, and Certified Clinical Specialist in Gerontology at Nazareth College until its closure. She was currently writing curriculum for the nursing department of Western Michigan University at the time of her death in 1995. Jeffrey D. Ballance Scholarship This scholarship was established in 1994 by the Ballance family and friends in Jeff's memory. Jeff attended Bay City Central High School and was a 1994 graduate. He played on Central's football team as a wide receiver. He was active in many sports activities, loved being outdoors, and especially loved downhill skiing. Jeff was the type of person to give of himself to the community, because he truly believed in people. He volunteered many hours to St. Mary's Medical Center of Saginaw and coached Bay City's elementary students in football and track.

Jeff was killed in an automobile accident on July 24, 1994, three weeks before leaving for Michigan Technological University, where he had signed a letter of intent to play football. He planned to study civil engineering. Jeff's goal was to become an expert in designing roadways and campus plans for corporations, universities, and hospitals. Jeff was an outstanding person who will always be missed by his family and friends.

Marion H. Whittaker Educational ScholarshipThe Marion H. Whittaker Scholarship is awarded to needy and deserving students who are Bay County residents and wish to attend University of Detroit Mercy, Delta College, or any of the American Indian Colleges.

Mrs. Whittaker was born in Bay City on June 22, 1918, and resided here most of her lifetime. She was a member of the Women’s Army Corp during World War II. Marion graduated from and taught at the University of Detroit. She then taught at the University of Wisconsin for seven years. She was hired at Delta College in 1964 and retired in December 1993. During her tenure at Delta, Marion was very active in the American Chemical Society, locally and nationally. She was involved in many committees at Delta, including Science for the 80’s and 90’s and Computers. In its early years, Marion ran the planetarium. She participated in Odyssey of the Mind, Science Olympiad, and the Tuscola Academic Games. She ran an elderhostel program at Delta in 1984. Marion was a walking chemistry handbook. She knew obscure facts as well as theoretical concepts. She taught inorganic and organic chemistry. Her interests were wide and varied. She read voraciously and was dedicated to education, including possessing a deep concern for Native American education. Marion passed away on July 9, 1994.

Phil and Whitey Jackson Memorial ScholarshipPhilomena Permoda Jackson and William Alan Jackson, both high school graduates of the Bay City Public School System and lifelong Bay City residents believed strongly in their community and in the value of education. Philomena worked at JC Penney, Dow Corning and retired from Michigan Bell. Always active in her community, Philomena was one of the originators and schedulers of Mobile Meals now known as Meals on Wheels. Alan affectionately known as Whitey, worked for a beer distributor, delivering a variety of brands to the TriCity Area. He was a member of the Teamsters Union and the Elk's Club. In addition, both were very active in the respective churches. By establishing the W. Alan and Philomena P. Jackson College Scholarship , with in the Bay Area Community Foundation , Phil and Whitey hoped it would help future generations to further their education while at the same time giving back to the community they loved so dearly.

To provide scholarship funds for students living in Bay County who attended Bay County high schools and go to Delta College or Saginaw Valley State University. The program at the Community Foundation known as "Bay Commitment” will be the first choice for funding and if the program is discontinued, funds will be distributed in the form of scholarships to students of Bay County as the Bay Area Community Foundation determines to be in accordance with the donor’s wishes.

Robert E. & Kathleen A. Vanderberg Family Scholarship for Eagle ScoutsRobert E. and Kathleen A. Vanderberg are longtime residents of Bay City, Michigan. Robert, now deceased, retired from the Bay City Police Department while wife, Kathleen, retired from the Bay County Library System. Together, they raised their family in Bay City while actively promoting and participating in scouting programs. Numerous members of the Vanderbergs’ immediate and extended family have attained the level of Eagle Scout. Mrs. Vanderberg noted that scouting is a "family program" requiring participation of the entire family and provides exceptional leadership training. It has been the family's pleasure to see many of their grandchildren become Eagle Scouts. Mr. and Mrs. Vanderberg enjoyed watching each of them develop and complete their "final project," a community-focused requirement of all who achieve this esteemed honor.

It is the desire of Mrs. Vanderberg that this Fund provides help (through financial assistance) and hope to Eagle Scouts as they pursue their academic goals in higher education.

Trevor D. Leser Memorial ScholarshipTrevor Leser was an outstanding young man who was dedicated to working hard and helping all those around him. He touched every life he crossed paths with and was able to teach even the most educated individual a thing or two. He graduated in 2004 from Western High School with honors and in 2008 from Alma College with honors, having earned his Bachelor’s Degree in Chemistry. His collegiate studies at Alma led to research projects which took him from Mexico to Alberta, Calgary, Canada. He toured many parts of the country on trips he was enthusiastic to take with friends, clearly demonstrating his ever-adventurous spirit, which lives on in many memories.

Trevor passed away on August 17, 2008 in a car accident at the young age of 22 years. The Trevor D. Leser Memorial Scholarship was created in 2008 by his family to honor his pursuit of academic excellence and to pass on the goodwill he bestowed upon all.

Warren F. and Ruth P. Mandley Memorial Educational ScholarshipWarren F. Mandley and Ruth P. Mandley spent most of the 60 years of their married life together in Bay City. Mrs. Mandley suffered the loss of her mother at the age of 4 years and felt this loss acutely. Yet, without a role model to guide and encourage her in her early years & young adulthood, Ruth became a loving wife and extraordinary mother. She was devoted to her husband, Warren, who was plagued by multiple health problems in his later years. Ruth loved and cared for her family up to the time of her death from cancer in July 1996. Mr. Mandley was an outstanding father who supported his family of 4 children with hard work, faithfulness and determination his whole life. Warren cherished his Irish heritage, enjoyed hunting and camping, and was owner of Mandley's City Dairy on 22nd Street in Bay City for many years. He survived his wife by only seven months, having reached the age of 80. He passed away in February 1997. Mr. and Mrs. Mandley enjoyed their life together in Bay City and chose it as the place to raise their family. In memory of their affection and dedication as parents, this fund was established in 1996 by their son, Frank E.
