Bay County Commissioners Approve Transfer of $1.35 Million in Opioid Settlement Funds to the Bay Area Community Foundation

BACF to Steward Funds Through a New Field of Interest Fund to Support Prevention, Treatment, Recovery, and Community Health Initiatives

Bay City, MI – November 19, 2025 – The Bay Area Community Foundation (BACF) announces that the Bay County Board of Commissioners has formally approved the transfer of $1,350,597.74 in Opioid Settlement Funds to the Foundation for stewardship, grantmaking, and long-term community investment. This action represents a significant commitment to ensuring that opioid settlement resources are allocated strategically and in direct alignment with community needs.

The newly established fund at BACF will operate as a field of interest fund, guided by the terms and allowable uses outlined in the National Opioids Settlement Agreement. These parameters ensure that the settlement dollars are used exclusively for evidence-based prevention, treatment, recovery, and harm-reduction initiatives that address the impact of opioid use on individuals, families, and systems throughout Bay County.

“The Board’s decision to entrust these funds to the Bay Area Community Foundation reflects a shared commitment to addressing one of the most urgent public health challenges facing our community,” says Shawna Walraven, President & CEO of the Bay Area Community Foundation. “This investment allows us to support the organizations and systems on the front lines of the opioid crisis, and to ensure that these dollars are used effectively, and in ways that will truly make a difference for individuals and families in Bay County.”

As part of this approval, BACF will work closely with Bay County officials to finalize the fund agreement. From there BACF will establish a grantmaking structure and convene a dedicated grantmaking committee responsible for recommending awards. This committee will bring together individuals with expertise in public health, behavioral health, recovery, human services, and community engagement to ensure that decisions are thoughtful, equitable, and aligned with best practices.

BACF will oversee administration of the fund, including development of grant guidelines, application process, evaluation measures, and long-term accountability structures. In addition to managing the distribution of grants, the Foundation will track and report on outcomes to ensure that settlement dollars generate measurable and sustainable improvements in community health.

The opioid epidemic continues to place significant strain on families, service providers, public health systems, and first responders in Bay County. The transfer of $1.35 million to BACF provides an opportunity to strengthen the local response through investments in program.

I am dedicated to supporting the organizations that work tirelessly to improve our community. Additionally, I provide capacity-building opportunities by hosting educational workshops, managing Catchafire—a volunteer platform connecting organizations with professional services at no cost—and offering technical assistance and resources to build strength in our nonprofit community.
